Proper PACXX.h location

Find a better way to get PACXX.h in %INSTALL_DIR%/include/ without moving it in the sources due to LLVM Coding Convention requiring all modules to keep their headers in a subfolder of include. Essentially adjusting fb25398a.

To upload designs, you'll need to enable LFS and have an admin enable hashed storage. More information
