Honor DESTDIR when installing pacxx-driver.py as pacxx++

honor-destdir into master

This just installs pacxx-driver.py as bin/pacxx++, instead of symlinking it.

The symlinking solution did not honor DESTDIR, which makes it difficult to create pacxx-installations that can be packaged up and later simply unpacked in the correct location.
