This partially reverts 4ab8d60.

Use as in
```
for ii in cpp other tex; do addheader.py --cfg=.pylicense-${ii}.cfg .; done
```

By now, only YaspGrids are tested because dune-testtools does not
support Precompiler switches (this will change soon, see dune-testtools
issue 94), and we dont want to test ALUGrid if HAVE_ALUGRID is false

all ranks previosuly created an ofstream object for it w/o anybody but
rank 0 ever touching it

also fix default max for intel's MIC platform

For some reason cmake errored out if Likwid was not found on that
platform.

Before the change, the DIR was set to 'g++-4.9__wo_' for each compiler. This should fix this...
