Enable cmake-lint pre-commit hook

This enables the cmake-lint pre-commit hook and makes the necessary changes to make this check pass.

Based on !75 (merged) to avoid merge conflicts.

No, I based this MR intentionally on !75 (merged), since I deleted or changed some CMake files in that MR and wanted to avoid the merge conflicts. I hope that we can merge !75 (merged) soon now that !52 (merged) is almost ready.
